Duncan Germaine is a 4400 child who disappeared April 12, 1964 along with his sister, Olivia. The future had taken them and injected them with promicin to save the human race from a great disaster. After the 4400 returned they were thrown into quarantine and were forced to stay there for 6 weeks. He soon develops the ability along with his sister to move water back and forth and use of this ability can create diffusion. He was kidnapped along with his sister before they went on a camping trip. They were brought to the future By "Sarah Rutledge" and other agents from the future.
